Hemp News: US Congress debates withholding funds from federal agencies to stop medical marijuana persecutions; Marc Emery tours Canada to advance & promote the end of prohibition; and the Alaska Court of Appeals is to rule on ending personal cannabis prohibition for the second time, the first being the 1975 Alaska Supreme Court ruling allowing adults to grow and possess marijuana at home in Ravin v. State of Alaska.

B.C. Court of Appeal Justice Mary Southin said in a written judgment released Friday that the legislature should enact the legal, "regulation of marijuana."
